IS PIPELINE-MASTER

This is a pipeline req and is only used for extending contingent offers until a position is identified.  Once a position is identified and the customer has accepted the candidate, the recruiter will move the candidate to the correct req.  Remeber, we can attach as many contingent offers to this pipeline req as we want with no OFCCP or EEOC reporting requirement.  Think of this req as a place holder until the real opportunity is identified.
