Responsibilities

Criterion Systems is seeking a Project Manager to provide project management support to a highly visible project.  The Project Manager is responsible for developing and managing schedules, documentation, and conducting project reviews.  The Project Manager must contribute to process improvement initiatives as it relates to improving project delivery and verifies that the project produces the required deliverables of quality within the specified constraints of time and cost and to achieve the potential benefits defined in the business case.

The Project Manager is expected to know and follow the delivery methodology and be able to advise customers of project delivery and management best practices. The Project Manager must be able to effectively interact with a wide variety of people, from consultants, software engineers, application end users, and senior leadership across the corporate and customer teams.

 

  • Act independently to deliver project to schedule, budget and scope; support provided as required and requested, and is self-driven and motivated
  • Provide on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Perform the relevant project management processes - i.e., initiate, plan, execute, monitor, and control and close, and the supporting processes e.g., scope, cost, time, issue, risk, resource, communication, stakeholder management
  • Lead the development of the project charter and scope, and ensure delivery of the solution to schedule, budget, and scope
  • Reports on variances to the approved project baseline, project success criteria results, metrics, test, and deployment management activities
  • Interface and communicate with project team, management, and stakeholders
  • Attend and present at gate reviews and perform quality assurance reviews with all aspects of IT organization and business sponsors
  • Ensures that quality project standards are met as prescribed by IT Services through the effective implementation or use of approved processes, methodologies, and deliverables
  • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence
  • Demonstrate a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices
  • Ensure that projects are proceeding according to scope, schedule, budget, and quality standards
  • Manage project issues and risks to mitigate impact to baseline
  • Continue professional development to keep abreast of emerging technologies, methods, and best practices

 

Qualifications

  • US Citizenship (no dual citizenship)
  • Bachelor's Degree in appropriate field of study or equivalent work experience
  • PMP Certification obtain within a year
  • Previous technical project management experience
  • Experience of managing complex IT projects with personal accountability for delivering to time and cost
  • Proven success in providing on site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Ability to indirectly manage virtual team members from a diverse cultural background
  • Must have the ability to work independently and be self-motivated as well as being a team player
  • Must be assertive and confident
  • Flexibility for travelling as some may be required
    • Obtain PMP certification within six month
    • Obtain Scrum Master certification within a year
    • Demonstrated ability to create project plans and assist with monitoring and tracking solution offerings
    • Minimum of 5 years of experience including minimum 3 years of established leadership across the discipline and function in business planning, resource allocation and project management
  • Strong communication and interpersonal skills (including negotiation)
  • Excellent written and verbal communication skills – must be able to communicate fluently in English both verbally and in writing
  • Demonstration ability to build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus, and achieve objectives
  • Team-building skills with technical and non-technical staff
  • Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities
  • Technically competent with various software programs, including but not limited to Microsoft Office (Word, Excel, PowerPoint, Visio), Microsoft Project, , and Smartsheet
  • Adept at conducting research into project-related issues and products
  • 3+ years of IT project management
  • 5+ years of project management experience, including tracking and planning projects
  • 5+ years of experience working with business stakeholders within a cross-functional matrix environment
  • 3+ years of previous experience with gathering requirements from the client / business and documentation
  • 5+ years of experience with full product lifecycle with understanding of development lifecycle and various technology methodologies that support that lifecycle
  • Proven ability to demonstrate a drive for results and accountability of business needs
  • Proven ability to work in an ambiguous environment and collaborate across multiple areas to achieve a common business objective
  • Interpersonal skills to influence and spur change, facilitate, and enhance performance within a cross - functional environment.
  • Demonstrate decisiveness in resolving business problems, making decisions, and identifying priorities
  • Department of Energy (DOE) “L” or “Q” Clearance or an active Secret or Top security clearance from Department of Defense (DOD), with the ability to transfer to DOE to achieve a Q clearance
